Specialization Areas: Urban freight, environmental justice, transportation sustainability and resilience, stakeholder engagement.

Sandra is an urban planner and expert in city logistics and the founder and principal of consulting firm Freight Matters. She works with government agencies, non-profit organizations and the private sector on developing freight plans and projects around the world. Her work focuses on curb management, multimodal delivery, emergency logistics, stakeholder engagement and more. Sandra has experience working in all of these areas as they relate to impacts on local communities and environmental justice, safety, and land use. 

Prior to becoming a consultant, Sandra worked for the New York City Department of Transportation’s Office of Freight Mobility and served as the first director of the Supply Chain Logistics division at the New York City Emergency Management Department.

Sandra earned her Bachelor's degree at Emory University with a fellowship in Community Building and Social Change and her Master’s in Urban Planning from NYU. She is a member of the American Institute of Certified Planners and the TRB Freight Transportation Planning and Logistics Committee, and is a founding and current board member of the Urban Assembly School for Global Commerce public high school.
